If a Muslim woman who lives in a Western country wears a burka in public is she oppressed?

The prevailing culture in a Western country does not require an extreme degree of covering up, but does require personal freedom and choice. Do Muslim women wearing the burka in the west do this as an act of free will, or of coercion. If it is an imposed act shouldnt society insist on their right to free choice?
