Why people believe in Hell?

Every yang (light) has to have a yin (dark). The Bible is based on that. Forget the story in the Bible if it confuses you -- it's a metaphor. Yin and yang cycle, night and day, reception of energy and the giving of energy is the way, the Tao, and is what these philosophical books are based on.
