Is democracy really and truly the best form of government?

Democracy is about sharing of ideas.But,no two people are equal in all angles.Conflict will always exist because of politics.And compliance to the rules in a society is ensured thru persuasion n not coercion.However,when persuasion fails force must be applied.Laws are meant to be obeyed.However laws are meant to be broken. This being that,man tends to revolt against the law and force when force and law are used as measures against him when he can no longer bow to interests other than his.Is democracy proper,my friend?
