Was the repeal of the DADT an act of criminal irresponsibility on behalf of our commander-in-chief?

Given the psychopathic nature of homosexuality, enemy intelligence agencies target the homosexual for coercion (along with alcoholics, gamblers, and the debt ridden). Why would the President repeal the DADT under such facts???
